The project of Juan Escobar, MIPP Director, is selected in the FONDEF 2021 Contest – ANID

The National Research and Development Agency (ANID) announced the results of its tenth IDeA I+D Contest, a call that finances the implementation of technologies that contribute to the country’s challenges. The University of Chile was awarded the largest number of projects at the national level (16), seven of which are headed by academics and researchers from the Faculty of Physical and Mathematical Sciences (FCFM).

The project “Application of auction theory and market design in the design of complex tenders in the health and public works sectors”, by the Director of the MIPP Millennium Institute and academic of Industrial Engineering, Juan Escobar, is part of the 113 initiatives that the National Research and Development Agency (ANID) will finance. This project has the important participation of the Center for Public Systems (CSP), both in its design and in its prompt implementation.

Auction theory and complex tender design

Juan Escobar leads the project “Application of auction theory and market design in the design of complex tenders in the health and public works sectors”.

“Its objective is to develop scientific and technological knowledge in order to build sophisticated auctions that capture relevant characteristics of the cost structure, the market and supply needs. This, in order to improve the provision of services to the State, reducing the total costs and improving the quality of the services provided”, he indicates.

To achieve this, the researcher will work together with the National Supply Center of the National Health System (CENABAST), the General Directorate of Public Works (DGOP) and the Open Contracting Partnership (OCP), who will play a key role in incorporating in the execution of the project the adoption of good international practices in the context of public supply.

“First, a methodology will be developed to analyze the efficiency of tenders in the areas of health and public works, in order to be able to apply it in obtaining a diagnosis of the current levels of efficiency, and generate recommendations for tender designs. And, secondly, a tool will be developed at a pilot level to support the design of complex tenders, whose value will be in centralizing multiple processes of structuring and analyzing data from the Public Market and other available sources”, he adds.
