The latest volume of the Gazette magazine reflects on the Constituent Process in Chile

In its fifth edition of the Gazette, the MIPP Millennium Institute, contributing to the discussions of economic and public policy in the country, focuses on providing its readers with economic insight on some of the most relevant issues in the national discourse: constitutional change and the COVID-19 pandemic.


The latest edition of the Gazette magazine from the MIPP Millennium Institute is already online, this time with a special coverage on the Constituent process currently happening in Chile.

In the Constitution and Economy section, we bring you the article: “Do constitutional rights have economic effects?” written by Lucas Bellolio and Alejandro Corvalán, researcher at the MIPP Millennium Institute and academic at the Department of Industrial Engineering, University of Chile. The authors state that “Much of the constitutional discussion has revolved around social rights. The Chilean Constitution is very particular in this regard, since it not only recognizes rights, but is also in charge of stipulating who can provide them (…) Throughout the world, social and economic rights are positive, insofar as they oblige the State; in our country they are negative, since they avoid the interference of the State”.

Under the same section, Raphael Bergoeing, academic at the Department of Industrial Engineering, University of Chile and Elton Dusha, researcher at the MIPP Millennium Institute and academic at the Diego Portales University bring us “A new constitution and the economy”, explaining that “Once again, as the evidence suggests, proportional systems tend to incentivize the formation of coalitions and, as a result, provide a more general provision of public goods”.

The In the Public Eye section of the Gazette offers a new point of view on the Chilean reality as a result of the Covid-19 pandemic. Marcela Valenzuela, MIPP researcher and academic at the Pontificia Universidad Católica de Chile, presents “Government spending during the pandemic: The fragile balance between fiscal policy and welfare”.

This edition of the GAZETTE is the latest example of the relevance of economic knowledge on our lives, in the midst of the historic constitutional change that Chile is experiencing.
